Singapore passes law banning online sales and ads for non-compliant active mobility devices

Singapore's parliament passed the Land Transport and Related Matters Bill on Oct 7, making it an offence to sell or advertise non-compliant active mobility devices online and requiring online retailers to display warning notices. The rules take effect in Q2 2027, against a backdrop of 49 device-related fires in 2025. The law also bans incompatible batteries in power-assisted bicycles and personal mobility devices.

Singapore's parliament passed the Land Transport and Related Matters Bill into law on Oct 7, extending compliance requirements largely designed for physical retailers to the online space. It is now an offence to sell or advertise non-compliant active mobility devices online, and online retailers must display warning notices on device and usage rules. The rules take effect in the second quarter of 2027. The move follows 49 fires involving such devices in 2025; the Ministry of Transport also banned the use of non-compatible batteries in power-assisted bicycles, motorised personal mobility devices and mobility vehicles. The Land Transport Authority will be able to direct sellers to amend or remove offending listings or advertisements; the rules do not apply to foreign-based sellers with no Singapore presence, which are kept in check by import controls. The wide-ranging Bill also introduces a regulatory sandbox for autonomous vehicles on public paths, strengthens enforcement against illegal point-to-point transport services, toughens controls on deregistered vehicles, and removes mandatory biennial inspection of EV chargers in landed homes while boosting enforcement against illegal EV charging.
